to prepare and disseminate information tools and analytical methods for the evaluation of investment projects by government policy-makers;
to evaluate and analyse the feasibility of the technical, financial and managerial aspects of investment projects in sectors of strategic interest to the DPS.
UVAL supports government entities in the selection and the preparation of the most suitable tools, providing assistance (indirectly, with general guidance and orientation services, and directly, by supporting them in the development of initiatives) to raise the quality of projects and the initiatives from which they originate. UVAL also carries out analyses, issues opinions and supports projects on behalf of the government bodies involved. UVAL may be involved in these activities for a number of reasons: statutory requirements (Law 144/99), requests for support (for example, economic and financial assessments) from other entities, and the need to monitor the progress of strategic project actions.
The innovative aspect of this activity lies in the attention given to the entire project cycle, supporting and accompanying projects from their conception (the tools and support for feasibility studies), to their preparation (the project observatory), to their completion and the carrying out of the works (or services).
