Program evaluation

UVAL activities are aimed at building capacities to evaluate intervention programmes and to utilise these evaluations. In particular, the Unit:

• supports the dissemination of programme evaluation activity within government entities;
• proposes institutional procedures designed to incorporate evaluations in the policy-making process;
• develops methodological proposals (evaluation methods, organisational methods for the management and use of evaluations, methods for programme monitoring, self-evaluation methods);
• performs specific evaluations.

The objective of these activities is to incorporate the results of the evaluations in the planning and management of interventions, utilising information from the evaluations to select new programmes and to revise the contents and operational approaches of programmes under way.

The main beneficiaries of this activity are the technical staff involved (within and outside of government) in the performance of evaluations, the bodies requesting the evaluations and their technical evaluation units, and the end-users of the evaluations (intermediate and final policy-makers).
