The analysis and proposal of public policy methods are carried out by UVAL with the objective of promoting and supporting innovation in public policies in order to:
increase the quality of planning and the allocative efficiency of financial resources
promote the understanding and availability of methods, techniques and instruments for the analysis, evaluation and monitoring of public investments
The Evaluation Unit works to disseminate innovative methods and tools to improve the effectiveness of public investments through:
(a) the methodological and operational co-ordination of the Regional Public Accounts (RPA) project, a database intended to ensure the rapid measurement of financial flows at the regional level, which since the start of the 2005-2007 National Statistics Programme has been part of the National Statistical System
(SISTAN);
(b) the promotion and the implementation of studies, research and innovative experimental projects, innovative administrative practices and organisational models connected with development policies;
(c) the development and testing of techniques and methods of programming and allocating public resources;
(d) participation in the activities of networks of technical units (Network of the RPA Teams,
Environmental Authorities,
Network of Evaluation and Verification Units) (in italian);
(e) the high-level training of managers and technicians involved in analysing, evaluating and monitoring public investments;
(f) participation in the drafting of programming documents;
(g) the promotion and dissemination of methods, techniques and organisational models for public investments through publications and communications.
