 Performance Reserve

The effectiveness and efficacy reserve, or performance reserve, is a mechanism aiming at strengthening the positive impact of Community actions: it is a sort of reward allocated to the best programmes in terms financial effectiveness, management, ad implementation.

The Community performance reserve set aside at the beginning of 2000-2006 programming period is allocated to Sectoral and Regional OPs on the basis of a limited set of indicators reflecting effectiveness and efficacy. Pursuant to Art. 44 of general rules on Structural Funds (EC Regulation No. 1260/1999), it amounts to 4% of the Structural Funds budget for each Member State.

The 2000-2006 CSF for the Regions covered under the Ob. 1 increased the Community performance reserve  with an additional 6% of national reserve.

In Italy the total reserve, including both Community resources and national co-financing) allocated to the best programmes exceeds over 4,600 million euros:

  • 1,992,00 million euros (4% Community performance reserve)
  • 2,649,642 million euros (6% national performance reserve)

Community and national reserves are allocated on the basis of different criteria and mechanisms (available in Italian).

The CSF Monitoring Committee of March 2003 assigned the 6% reserve through the Allocation Proposal (pdf, 188 kb) based on the situation of the 30 September 2002.
As agreed by the Committee more than one central Government compete for the allocation of a second part of 6% reserve (pdf, 100 kb), assigned by the CSF Monitoring Committee on March 2004.

4% Performance Reserve was allocated with EC Decision No. 883 of 23/3/2004 (pdf, 211 kb).

Information System on the attainment of performance-reserve objectives through Structural Funds
In 2004, pursuant to the CSF the public monitoring of performance reserve objectives covered 6 Regions under the Ob. 1, contractors of ROPs, and 6 central Governments, contractors of SOPs, with the aim of assessing the extent and timeliness for strengthening the implemented outputs. Encharged with coordination was the Working Group of Department for Development Policies, made up of the Italian Uval (Evaluation Unit of Public Funds) and the Directorate General for Projects studies and statistics.
