The organization in charge of the CSF and Operational Programmes is defined as the Managing Authority.
The Managing Authorities are "the Authorities or the public or private bodies, national, regional or local, appointed by the Member State for the management of an action for the purposes of this Regulation (Art. 9, Letter “n” of EC Regulation 1260/1999), or the Member State should the latter exercise this function. The Managing Authorities, the Member State and the Commission work together as a partnership, according to the principle of complementarity envisaged by the Art. 8 of the above-mentioned Regulation.
When appointing the Authorities, the Member State also establishes the procedures of their relationships with the Paying Authorities, one or more authorities or a national, regional or local body appointed by the Member State to draw up and submit requests for payment and to receive the payments of the Commission.
