Supervision and control procedures are designed to ensure the effective monitoring, financial management and control of Community actions and concern all the programming documents on the Structural Funds: CSF, Regional and Sectoral Operational Programmes.
Responsible for supervision and control activities on CSF and OPs, both Regional and Sectoral, are the Monitoring Committees established by the Member State in agreement of interested parties and Managing Authority. The Committees promote equal membership between men and women (
Art. 35 of EC Regulation No. 1260 del 1999).
Members
The CSF Monitoring Committee was established with Decree of the Ministry of Economy and Finance (former Ministry of the Treasury, the Budget and Economic Planning). Presided over by the Head of the Department for Development Policies, it is made up of one representative for each of the following party:
European Commission
Ministry for Agricultural and Forestry Policies (representatives of the Agricolture and Fisheries Departments)
General Inspectorate for Relations with the EU (IGRUE)
each Managing Authority of OPs, both Regional and Sectoral
National Environmental Authority (Ministry for the Territory and Environmental Protection)
Central horizontal Governments (as representative of this only authority)
Division of Gender Equality of the Presidency of the Council of Ministers
Central Governments responsible for national negotiating tables (as representative of this only authority)
Ministry for Cultural Heritage and Activities
European Investment Bank (EIB)
Ministry of Labour and Social Policies
National Association of Italian Municipalities (NAIM)
Union of Italian Provinces (UIP)
National Union of montaign municipalities and communities (NUMMC)
Chambers of Commerce and Universities
Socio-economic parties, appointed by the National Council of Economy and Labour (NCEL)
non-governmental organisations (NGOs), appointed by the social services FORUM, (including one representative for environmental NGOs)
Meetings of CSF Monitoring Committee
The MC meetings occurr periodically. The Monitoring Committee implements the activities in accordance with its own statutory rules adopted in the first meeting.

As for the Operational Programmes execution, the MC tasks are as follows:
approves or adapts the Programme Complement, including the natural and financial indicators used for the latter’s follow-up
examines and approves the selection criteria for the actions financed based on each measure
assesses on a regular basis the developments as well as the progress achieved in terms of meeting the goals of the programme.
Assesses the mid-term evaluation results
examines the proposals to amend the Programme which do not bring about any change to the total and annual contribution of the Funds
After having reached an agreement on this purpose with the OP Managing Authority, the Committee submits to the CSF Managing Authority amending proposals which bring about changes to the total and annual contribution of the Funds
