Integrated Projects
The 2000-2006 CSF defines the integrated projects as a pool of actions covering different sectors and sharing the same objective of territorial development, therefore requiring an implementation approach based on complementarity and coherence.
Basic issues of IP concept are as follows:
- project integration as a peculiarity of the whole activity co-financed by the Structural Funds
- the territory as the beneficiary of actions and context for the development of latent potentials
Integrated Projects must be included within the regional strategy, action guidelines of sector and industry system, operational methods of co-operation between public and private sectors, as provided by the OPs.
IP double task is as follows:
- ensuring adequate strengthening to the actions with a shared and transparent guideline
- developing a shared, systemic and integrated implementation system able to speed up the management and attainment of objectives within the scheduled time-tables
IPs main features are as follows:
- definition of the propeller idea, project strategy and objectives
- outlining of territorial or topical field of action
- choice of the party responsible for the project
- definition of management and monitoring procedures
Integrated projects typologies are variegated. Each regional Monitoring Authority follows its own strategy for the definition of IPs. Most widespread IPs are as follows:
- tIPs (territorial Integrated Projects)
- sIPs (sectorial integrated projects)
- iIPs (industry integrated projects)
- rIPs (regional integrated projects)
- udIPs (urban development integrated projects)
TIPs (integrated territorial projects)
TIPs are programming documents contained into ROPs and Programme Complements (PC) without increasing the number of their priorities and measures. ITPs may be considered as a specific operational mode used as action binding and optimisation instrument of the final objective-driven output.
Generally:
- the regional OP outlines the general data on the whole TIPs (typology, projects features, measures for programme implementation, total amount of resources, time-scheduled distribution of resources by priority), and more specific details on major projects
- the PC details the context, objectives, action strategy, procedures and amount of resources, selection criteria for projects and beneficiaries, measures, responsible parties, co-ordination of responsibilities
In February 2003 the national conference on TIPs for the Italian Regions under the Ob.1 was hold in Agrigento by the Department for Development Policies.
