Information system on performance reserve
(2000-2006 CSF for the Ob.1)
The starting positive outcomes deriving from the reform and administrative modernisation processes through the 6% national reserve and the 4% Community reserve imply a public process monitoring both the extent and time-schedules of the strengthening of attained objectives and guaranteeing information dissemination (as envisaged in com. 6.6.1(pdf, 157 kb) and Annexe E(pdf, 56 kb) of the 2000-2006 CSF, mid-term review).
The monitoring on the performance reserve objectives - occurring periodically twice a year on 31 July and 31 January - concerns the 6 Regions under the Ob.1, contractors of the Regional OPs, and 6 central Governments, contractors of Sectoral OPs. Monitoring coordinator is the Working Group of DDP, made up of the 'Uval” (Evaluation Unit) and the Directorate General for Projects, Studies and Statistics.
On the basis of benchmarking information the UVAL publishes an annual Report in co-ordination with the Office for Administrative Modernisation of the Directorate General for Projects, Studies and Statistics and the representatives of the Units Network. The report outlines the progress made in the different sectors covered by the national 6% performance reserve, and the strategy for further possible enhancements. The intent is both to ensure adequate information dissemination on the activities in progress and determine the typology of achieved institutional progresses, thus providing the local Governments with proper information useful for strengthening their goals. The Report is submitted to discussion in the meetings with the Forum of Socio-Economic Parties.
The data-collection system is fostered by each OP Managing Authority fulfilling ad-hoc Monitoring Tables provided by the Working Group of the DDP, whereby, further to the information elements under monitoring, the following data are noted:
the situation (for benchmarking purpose) at the time of reserve allocation, that is the one of previous data collection on each physical and financial indicator
the situation (as last data collection), as revealed from the last monitoring
In particular the monitoring activities assess the indicators on institutional progresses, concerning 10 Regions and 4 Central Governments, already audited for the 6% national reserve, and one indicator of the 4% Community reserve:

The requisites of each indicator used for reserve allocation are integrated with further data ensuring the effective implementation of the started processes.
Two indicators are submitted to an annual monitoring implemented by other central Authorities (Employment Services monitored by the Ministry of Labour – Isfol, and
One Stop Shop by the Ministry of Public Function - Formez). Available information enable the data survey in January.
The Working Group of DDP is responsible for the homogeneous and equal processing of data collected through the monitoring Tables fulfilled by the Governments.

The information system on the strengthening of reserve objectives does not include the SOP ATAS and the ROP Molise competing, for their same peculiarities, for 6% performance reserve with specific indicators and different modes.
