The policy objectives to be measured with explicit targets on service provision of the National Strategic Reference Framework for 2007-2013 (NSRF) were selected on the basis of a certain requirements: they are of strategic importance for regional development policy; public action is relevant for their achievement; they are understood and agreed and therefore active participation of citizens is encouraged; they represent a remarkable improvement in the living standards of people; they enhance the general background conditions for economic activity. On this basis, four objectives of service provision were identified: improve students competence, reduce drop-outs and broaden population’s learning opportunities increase the availability of child and elderly care to favour women’s participation in the labour market protect and improve the quality of the environment, in relation to urban waste management protect and improve the quality of the environment, in relation to integrated water service Achievement of the objectives is measured on the basis of quantitative targets for eleven statistical indicators on the provision and quality of services.
