Measurable objectives for public services provision
The Italian regional development policy (Italian National Strategic Reference Framework for 2007-2013) contains an innovative initiative aimed at improving quality and availability of public services provision of key importance for citizens' well-being and relevant for regional policy action.
The achievement of targets is linked to a performance-based mechanism measuring progress made by the Regions of the South and the Ministry of Public Education as regards the quality of education.
The indicators are selected on the basis of compliance with three requirements: measurability, accountability, and public understanding and sharing. Targets are set at a minimum level which is equal for all Southern Regions.
€ 3 billion from the Fund for Under-utilized Areas for 2007-2013 are assigned to the eight Southern Regions and the Ministry of Public Education if quantified targets are met in 2013. A mid-term assessment, assigning a share of the incentive funds, takes place in 2010 on the basis of the progress made in closing the gap between baseline level and targets.
