The performance-based mechanism on essential services requires the involvement of a range of administrations, with diversified responsibilities and duties:
undertake the necessary initiatives at the territorial level, specifying the organisational and financial arrangements in an Action Plan for the achievement of the essential services
monitor progress in implementing the mechanism in Annual Reports
develop appropriate instruments to mobilise service providers and managers, which can benefit from the resources envisaged under the performance-based mechanism
Participation of Central administrations Sectoral Central administrations(pagina Useful links_ancorina a Central administrations…) , namely the Ministry for the Environment, the Ministry of Health, the Ministry for Social Solidarity and the Department for Family’s Policy:
supplement cohesion policy with ordinary policy actions to improve services
agree systemic actions and technical assistance initiatives with the participating administrations to accelerate achievement of the objectives
Technical coordination
A Central Technical Support Group is established, composed by the Department for Cohesion Policies, National Statistical Institute (Istat) and representatives of the participating administrations. The Group:
acts as supervisor of the impartiality of the performance-based mechanism
facilitates communication of the rules and access to information
supports the achievement of the objectives, sponsoring training activities and discussion of difficulties encountered
fosters meetings with the administrations involved and with the economic and social partners
assesses progress achieved
Active participation at the territorial level The economic and social partnership contributes by:
recommending instruments and actions to achieve the objectives
strengthening the interest and participation of the citizens in the essential service mechanism
